社会正義の要求と企業の役割の肥大化

本記事は、F.A. Hayekの二つの論文:「「社会的」という言葉―それはなにを意味するのか」("What is 'Social'? — What Does it Mean?") と、「民主主義社会における企業―だれの利益のため?」("The Corporation in a Democratic Society: In Whose Interest Ought It To and Will It Be Run?")の内容を関連させてまとめたものである。ハイエクの引用は日本語で載せたかったが、如何せん手元に日本語の全集がないので、とりあえず英語で。

【「社会的」という言葉の無意味化】

「社会的」(social)という言葉は一体何を意味しているのだろうか。普段から何気なく、当たり前に使っている言葉なだけに、我々はその意味が孕む問題について特別意識することはまずないだろう。しかし、ハイエクはこの言葉の持つ曖昧さと、その使用のだらしなさに警鐘を鳴らす。ハイエクの診断はこうである。
[T]he final conclusion emerging from my deliberations has been that the word 'social' has become an adjective that robs of its clear meaning every phrase it qualifies and transforms it into a phrase of unlimited elasticity, the implications of which can always be distorted if they are unacceptable, and the use of which, as a general rule, serves merely to conceal the lack of real agreement between men regarding a formula upon which, in appearance, they are supposed to be agreed. (Studies in Philosophy, Politics, and Economics, p.238)
答えが無いところにあたかも答えがあるかのように綺麗な政治的カモフラージュを施す「社会的」という言葉は、我々が直面している多くの重大な問題についての明晰な思考を阻害し、我々を混乱させる。

19世紀の中頃から、20世紀の初めにかけての「社会的」という言葉の意味の変遷は、時代の思考の流れを忠実に反映している。というのも、「社会的」という言葉は、本来の(「社会」という概念が発見された18世紀の中頃からの)「自生的に生じた人間関係の秩序」という意味から、「倫理的」とか、単に「善い」といった言葉に徐々に取って代わってきたからである。言語や慣習といった、「社会的諸力」(social forces)や「社会的構造」(social structures)と言う時、我々はまだ前者の意味で使っているが、「社会的責任」(social responsibility)や「社会(的)正義」(social justice)と言う時、「社会的」という言葉は全く別の、倫理的・規範的な要求を含意している。では、従来の意味の「倫理的」と、「社会的」という言葉が意味するところの「倫理的」はどう違うのだろうか。

これを見るためにはまず、「社会問題」(social question)が初めて公共の議題になった19世紀中頃の状況に目を向けよう。この時代、政治の議論は(大雑把に言って)狭い上流階級の人々に限られていた。彼らの間で、当時政治活動に参加することができなかった、社会の「最も数多く、最も貧しい」人々を「救済」しようという責任感が芽生えていた。「文明世界」(civilized world)が、それまで存在が知られていなかった「地下世界」('underworld')を「発見」したこの頃から、「社会的」という語は「弱者の救済」という新たな意味を帯び始めた。これと並行して、従来の「倫理的」な規範の遵守と、「社会的」な思考の要求との間に境界線を引き、前者に対する後者の優位を(暗黙裡に)説く思想の学派が登場してきた。前者は消極的な要求であり(例えば「盗むなかれ」、「嘘を吐くなかれ」といった禁止の形態をとる)、また一般的・抽象的である(それぞれの行為の具体的帰結を問題としない)。これに対して後者は、社会の全成員に対する積極的なオブリゲーションを課すとともに、行為の具体的帰結を問題にし、それらに則って行為を律するよう我々に要求する。この思想の学派は、言うまでもなくサン・シモン、コント、マルクスの系譜の人々である。

勿論、社会のすべてのメンバーを考量に入れようという態度自体は、賞賛に値するものであるかもしれない。しかし、社会行為に関するこのような見方には、社会全体をある統一的なコードの元に解釈しようとする思考様式が伏在していることを見落としてはならない。

「社会(的)」という形容詞を冠する言葉は数え切れないほどある。「社会(的)意識」(social awareness)、「社会的良心」(social conscience)、「社会的責任」(social responsibility)、「社会活動」(social activities)、「社会福祉」(social welfare)、「社会政策」(social policy)、「社会立法」(social legislation)、「社会正義」(social justice)、「社会保障」(social insurance)、「社会的権利」(social rights)、「社会的規制」(social control)などなど。「社会民主主義」(social democracy)という言葉に至っては、もはや何のことかさっぱり分からない。社会的でない民主主義とは一体どんな民主主義なのであろうか。
The important thing, to me, is that in all these uses the word 'social' presupposes the existence of known and common aims behind the activities of a community, but does not define them. It is simply assumed that 'society' has certain concrete tasks that are known to all and are acknowledged by all, and that 'society' should direct the endeavours of its individual members to the accomplishment of these tasks. 'Society' thus assumes a dual personality: it is firstly a thinking, collective entity with aspirations of its own that are different from those of the individuals of whom it is composed; and secondly, by identifying it with them, it becomes the personification of the views held on these social aspirations by certain individuals who claim to be endowed with a more profound insight or to possess a stronger sense of moral values. Frequently enough a speaker will claim that his own views and aspirations are 'social', while those of his opponent are brushed aside as 'anti-social'. There is, I think, no need for me further to emphasize that, when 'social' is used in the sense of 'serving the interests of society', it certainly raises a problem, but provides no solution. It concedes precedence to certain values to which society should adhere, but it does not describe them. Were the word strictly used in this sense, there would, I think, be but little objection. In point of fact, however, not only does it compete in many ways with existing ethical values, but it has also undermined their prestige and influence. Indeed, I am coming more and more to the belief that the substitution of this rubber word, 'social', to denote values we have always described as 'moral', may well be one of the main causes of the general degeneration of moral sense in the world. (ibid, p.242-3)
「社会的」という言葉の意味の変遷(というよりは「無意味化」と言った方が正しいだろう)は、社会に関する合理主義・設計主義的な見方の発展と深く関係している。この合理主義は、具体的帰結が見えず、その意味が理解できない伝統的・暗黙的な倫理的規範を軽視し、明示化できる具体的な目的の追求を重視する。かくして、「社会的行動」('social behaviour')の要求は、その成立そのものを可能にしてきたはずの倫理的土台を自ら破壊していく。この倫理的規範の破壊は、「個人の責任」(personal responsibility)を巡る問題において特に顕著である。
Originally, the appeal to the social sense was expected to lead to a more widely spread acceptance of personal responsibility. But the confusion that arose between the further aims to which the individual man should aspire, between the taking-into-consideration of social repercussions and social—in the sense of collective—behaviour, and between the moral obligations of the individual to the community and his claims upon it, has gradually undermined that sense of personal responsibility which is the foundation of all ethics. ... Indeed, there seems to me to be very little doubt that this whole process which has thoroughly confused the issue as regards personal responsibility, absolving the individual on the one hand of all responsibility as regards his immediate environment and, on the other hand, placing upon him vague and undefined responsibilities for things that are not clearly apparent, has, by and large, led to a marked diminution of man's sense of personal responsibility. Without placing upon the individual any new and clear obligations which he has to fulfill by his own personal endeavours, it has expunged the boundaries of all responsibility and has become a standing invitation to make further demands or to do good at the expense of others. (ibid, p.245)
その時その時の「社会正義」の名の下に、自生的に進化してきた正義概念や倫理的規範がしばしば制限されたり、無視されたりするが、これは非常に危険な事態である。「社会正義」の要求は、短期的な目的には望ましい成果を挙げているように見える場合でも、長期的に見ればむしろ社会秩序の安定的進化を損なうという逆説的な状況が起こり得る。これから見るのは、これを示す一つの具体的なケースである。

【企業の役割の肥大化】

「社会正義」の要求がもたらす望ましくない帰結の典型的な一例として、企業の役割の肥大化を取り上げる。ハイエクのテーゼはこうである。
If we want effectively to limit the powers of corporations to where they are beneficial, we shall have to confine them much more than we have yet done to one specific goal, that of the profitable use of the capital entrusted to the management by the stockholders. I shall argue that it is precisely the tendency to allow and even to impel the corporations to use their resources for specific ends other than those of a long-run maximization of the return on the capital placed under their control which tends to confer upon them undesirable and socially dangerous powers and that the fashionable doctrine that their policy should be guided by 'social considerations' is likely to produce most undesirable results. (ibid, p.300)
ただ、企業の役割が資本から得られる利益の長期的な最大化に限定されるべきと言っても、企業が社会の一般的・抽象的な法的、および倫理的ルールに縛られていなくてもいい、という訳では当然ない。具体的な目的と、具体的な目的を追求する際のルールの枠組は区別されなければならない。

莫大な資本金を持つ大企業といえど、その資金の使い道が「利益の最大化」という単一の目的に限定されている限り――つまり資本金の使い道に関して経営陣の恣意的意志が働く余地がない限り――企業は「権力」を持ち得ない。しかしいったん企業の経営陣が、社会一般で認められている何らかの理想的な目的――それが社会奉仕活動であれ、貧困の撲滅であれ、研究・教育の援助であれ――に資本金を回すことを認めてしまうと、企業を制限するものは何もなくなってしまう。「それ自体において望ましい」という世論の動向だけで、莫大な資金が動くことになる。こうなってしまうと、あとは企業が強大な恣意的・政治的権力を獲得するのを防ぐ手立ては何もない。
If the large aggregations of capital which the corporations represent could, at the discretion of the management, be used for any purpose approved as morally or socially good, if the opinion of the management that a certain end was intellectually or aesthetically, scientifically or artistically desirable, were to justify expenditure by the corporation for such purposes, this would turn corporations from institutions serving the expressed needs of individual men into institutions determining which ends the efforts of individual men should serve. To allow the management to be guided in the use of funds, entrusted to them for the purpose of putting them to the materially most productive use, by what they regard as their social responsibility, would create centres of uncontrollable power never intended by those who provided the capital. (ibid, p. 305)
にも関わらす、時代の風潮はますます「社会全体の利益」を重視する方向へ流れている。税制もそうだし、世論もそうだし、企業内の伝統もそうである。しかし、この要求は全くの見当違いで、実際のところ事態を悪化させる原因以外の何者でもない。

【企業の運営は誰の利益のために?】

企業は、一体誰の利益を優先して運営されるべきであろうか。考え得るのは次の四通りであろう:経営陣、労働者、株主、そして「社会全体」。このうち、経営陣の利益を優先するべきだと主張する人はまずいないと思われるので、考察から除外する。

労働者の利益を優先するべきだという主張については、詳しくはハイエクの論文「労働組合、インフレ、および利潤」("Unions, Inflation, and Profits")を参照されたいが、簡単に要約すると①ある特定の閉じた労働者集団を保護することは、他の労働者の自由な参入を拒むことである。②閉じた労働者集団の賃上げ要求は、就職率の低下をもたらす。というのも、企業の側が出せる賃金の総量は変わらない(市場の内生的な成長の結果賃金が上がった場合は別の話である。ここで問題にしているのは市場の内生的成長を伴わない人工的な賃上げ圧力である)ので、その労働者集団に支払わなければならない賃金が上昇し、その額以下の賃金で働こうと思っている新たな労働者の参入が阻害されるならば、企業が新たに雇うことのできる労働者の人数は必然的に減少するに違いない。中長期的に見ればこれは社会全体の就職率の低下となって現れる。(日本の場合、正規雇用が減少し、非正規雇用が増大しているが、全く同じ原理である)。③就職率の回復を意図した金融政策が金融管理当局によって行われると、インフレーションが起こる。貨幣供給量の増加により貨幣の価値が下がるので、労働者の名目賃金を下げることなく実質賃金を下げることが可能となり、結果として就職率は回復する。②と③が繰り返されると、止め処ないインフレーション・スパイラルに陥る。

ここで為されているのは、安定的な賃金水準と就職率の確保に関する責任の分断である。一方の労働組合は就職率への影響を考慮せず最大の賃金を獲得することに躍起になっており、他方の金融管理当局はその賃金水準を所与の条件として完全雇用を実現するためにはどれだけのお金を供給すればいいかしか考えていない。このような人工的インフレーションは労働組合の活動とケインズ政策の必然的帰結であり、大規模な金融ショックの引き金となり得る。

さらに別の(しかし非現実的な)可能性として、もし企業の資産や運営権の一部あるいは全部を労働者集団の手に譲渡するとしたら、シンジケート型の社会主義が直面する問題と同種の問題に直面することになる。それは単に、労働者と資本家の立場を入れ換えて、新たな資本家集団を作ることになるだけであろう。とにかく、企業の運営は労働者の利益を優先してなされるべきだと言う主張は、その意図とは逆の帰結しかもたらさない。

さて、ハイエクが優先すべきだと言うのは、株主である。
The problem I want to consider is, thus, whether the rules for the standard type of corporation should, to a much greater degree than is the case at present, be governed by regulations which assure that the interest of the stockholder shall be paramount. I believe this to be the case and wish here to indulge in some bold mental experimentation with regard to the means of giving the stockholders greater powers in this respect. It seems to me that in this field the possibilities of arrangements different from those to which we are accustomed are all too little considered, and that the 'apathy' and lack of influence of the stockholder is largely the result of an institutional set-up which we have wrongly come to regard as the obvious or only possible one. (ibid, p.307)
株主の利益を優先すべきだとしても、そのような法体系が必然的に市場の中から自生するとは限らない。ゆえに、現在の法体系が最善のものであるとは限らないし、これを改良(「設計」ではない)して、より安定的な秩序が自生するための条件整備を行うこともあってもいいはずだ。というわけでハイエクは、株主の権限を強化するための具体的な政策プランを二つ提示する。

第一は、株主の出資金から得られた当期利益のうち、何割を企業に再投資するか、企業の経営陣ではなく株主に決定する権限を与えること。第二は、企業が他の企業の株主になるのを禁止すること。それぞれ説明しよう。

まず一つ目の政策は、経営陣の恣意的権力を弱める働きをする。企業に出資された資本金の使用権限を、基本的に株主に帰着させることによって、企業によるむやみな拡大再生産が制限されることになる(何割投資するべきか、企業側がお勧めの割合を提言することはできるが、最終決定は株主に委ねられる)。資源の最も効率的な活用のために企業が目指すべき利益の最大化は、企業の資産総量の最大化――これは経営陣の権力増大に繋がる――ではなく、出資された資本単位当たりの利益の最大化である。

第二の政策は、少数の経営者による他企業のコントロールを禁止するための方策である。もともと企業が他企業の株式を取得できるように法律が作られたのは、その帰結が考量されたからではなく、どうやら単に、法人には個人と同等の権利を与えるのが自然だろうと判断されたから、のようだ。

株式の過半数が取得され、A企業のコントロール下に入ったB企業を想定しよう。すると、本来は共通の利害によって結ばれたはずのB企業内部に、利害の対立が生じることになる。というのも、B企業に資本金を出資しているすべての株主の意志ではなく、A企業の利益を目指している多数派の意志によって資本金が使われることになるからだ。この時、多数派ではないB企業の残りの株主はババを引いたことになる。こうなると彼らは株式を売り払うしかないが、それこそがA企業の狙いであるかもしれない。このように、株式保有による長い企業コントロールのチェーンができることも考え得る。A企業によってコントロールされたB企業によってコントロールされたC企業によって…という風に。かくして、少数の人間による莫大なお金と権力の専有が合法的に認められることになる。これを防ぐための法改良である。この法改良は、私的所有の境界線の厳格化に相当する。(ちなみに、企業による他企業の株式取得自体を禁止するのではなく、投資は合法のままにして、株式に伴う投票権を剥奪する、という形が最良であるかもしれない)。

以上、現在我々が自明と見なしている法制度が、実は改良の可能性に開かれた特殊なものであることが分かった。企業は誰の利益を優先して運営されるべきか、に関する第四の可能性、「社会全体」については、既に述べた通りである。弱者、ないし社会の全成員を救済したいという志は崇高であるが、理想だけが先走って現象の複雑な構造を自分の都合の良いように裁断する偏狭な設計主義は、自らの意図とは逆の帰結を覚悟しなければならない。

【メモ】 F. A. Hayek, "Notes on the Evolution of Systems of Rules of Conduct"

個人用メモ。例の如くページ番号はStudies in Philosophy, Politics, and Economics (1967)のもの。

"If there exist recurrent and persistent structures of a certain type (i.e., showing a certain order), this is due to the elements responding to external influences which they are likely to encounter in a manner which brings about the preservation or restoration of this order; and on this, in turn, may be dependent the chances of the individuals to preserve themselves.
From any given set of rules of conduct of the elements will arise a steady structure (showing 'homeostatic' control) only in an environment in which there prevails a certain possibility of encountering the sort of circumstances to which the rules of conduct are adapted. A change of environment may require, if the whole is to persist, a change in the order of the group and therefore in the rules of conduct of the individuals; and a a spontaneous change of the rules of individual conduct and of the resulting order may enable the group to persist in circumstances which, without such change, would have led to its destruction." (p.71)

ハイエクの集団淘汰論が簡明に述べられた箇所。なんらかのパターンないし構造が繰り返し出現するのを観察するならば、それはその構造が自己を環境に適用させようとしている結果に違いない。その構造を構成する要素の存在もまた、その構造の存続に依存している。

"Although the existence and preservation of the order of actions of a group can be accounted for only from the rules of conduct which individuals obey, these rules of conduct have developed because the individuals have been living in groups whose structures have gradually changed. In other words, the properties of the individuals which are significant for the existence and preservation of the group, and through this also for the existence and preservation of the individuals themselves, have been shaped by the selection of those individuals from the individuals living in groups which at each stage of evolution of the group tended to act according to such rules as made the group more efficient." (p.72)

ハイエク研究でよく話題になる、方法論的個人主義と集団淘汰論の整合性について。ここを読む限り、「方法論」と「存在論」を区別すべしと言う渡辺幹雄氏の指摘(『ハイエクと現代リベラリズム : 「アンチ合理主義的リベラリズム」の諸相』)は概ね妥当するように見える。個人の認識や行動が、集団・全体の効率性や存続に依存している以上、集団への論及抜きの方法論的個人主義は有り得ない。ただ、集団を安易に実体的な「存在」として捉えてしまうと、ヘーゲル=マルクス的な擬人的ホーリズムに繋がる恐れがあるので、できれば「存在論」という呼称は避けた方がいい気がする。

さらに敷衍。
"Societies differ from simpler complex structures by the fact that their elements are themselves complex structures whose chance to persist depends on (or at least is improved by) their being part of the more comprehensive structure. We have to deal here with integration on at least two different levels, with on the one hand the more comprehensive order assisting the preservation of ordered structures on the lower level, and, on the other, the kind of order which on the lower level determines the regularities of individual conduct assisting the prospect of the survival of the individual only through its effect on the overall order of the society. (...)
This implies a sort of inversion of the relation between cause and effect in the sense that the structures possessing a kind of order will exist because the elements do what is necessary to secure the persistence of that order. The 'final cause' or 'purpose', i.e., the adaptation of the parts to the requirements of the whole, becomes a necessary part of the explanation why structures of the kind exist: we are bound to explain the fact that the elements behave in a certain way by the circumstance that this sort of conduct is most likely to preserve the whole – on the preservation of which depends the preservation of the individuals, which would therefore not exist if they did not behave in this manner. A 'teleological' explanation is thus entirely in order so long as it does not imply design by a maker but merely the recognition that the kind of structure would not have perpetuated itself if it did not act in a manner likely to produce certain effects, and that it has evolved through those prevailing at each stage who did." (p.76-77)

ここさえ読めばハイエクの文化的進化論のエッセンスは掴めるだろう。

最後に、一番好きな箇所。
"Man does not so much choose between alternative actions according to their known consequences as prefer those the consequences of which are predictable over those the consequences of which are unknown. What he most fears, and what puts him in a state of terror when it has happened, is to lose his bearing and no longer know what to do. Though we all tend to associate conscience with the fear of blame or punishment by another will, the state of mind which it represents is psychologically little different from the alarm experienced by somebody who, while manipulating a powerful and complicated machinery, has inadvertently pulled the wrong levers and thereby produced wholly unexpected movements. The resulting feeling that something dreadful is going to happen because one has infringed rules of conduct is but one form of the panic produced when one realizes that one has entered an unknown world. A bad conscience is the fear of the dangers to which one has thus exposed oneself by having left the known path and entered such an unknown world. The world is fairly predictable only so long as one adheres to the established procedures, but it becomes frightening when one deviates from them.
In order to live successfully and to achieve one's aims within a world which is only very partially understood, it is therefore quite as important to obey certain inhibiting rules which prevent one from exposing oneself to danger as to understand the rules on which this world operates. Taboos or negative rules acting through the paralysing action of fear will, as a kind of knowledge of what not to do, constitute just as significant information about the environment as any positive knowledge of the attributes of the objects of this environment. While the latter enables us to predict the consequences of particular actions, the former just warns us not to take certain kinds of action. At least so long as the normative rules consist of prohibitions, as most of them probably did before they were interpreted as commands of another will, the 'Thou shalt not' kind of rule may after all not be so very different from the rules giving us information about what it is.*20" (p.80-81)

*20 The possibility contemplated here is not that all normative rules can be interpreted as descriptive or explanatory rules, but that the latter may be meaningful only within a framework of a system of normative rules.

【メモ】 F. A. Hayek, "Degrees of Explanation"

以下個人用メモ。ページ番号はStudies in Philosophy, Politics, and Economics (1967)のもの。

"It ['explanation of the principle'] is a theory which neither aims at specific prediction of particular events, nor is based on hypotheses in the sense that the several statements from which it starts are expected to be confirmed or refuted by observation. Although, as is true of any scientific theory, it does delimit a range of facts which are permitted by it against others which it 'forbids', our purpose in examining the facts is not to ascertain whether the different individual premisses from which the theory starts are true, but to test whether the particular combination of undoubted premisses is adequate to arrange the known facts in a meaningful order, and (what in a sense is the same thing) to show why only certain kinds of events are to be expected while others are precluded.
However we prefer to phrase the individual premisses from which we deduce the theory of evolution, they will all be of such a kind that we do not doubt their truth and should not regard them as refuted if the conclusions drawn from them jointly should be contradicted by observation."(p.12)

ハイエクの「原理の説明」の考え方が簡潔に述べられた箇所。明確に反ポパー的。

"Where only the most general patterns can be observed in a considerable number of instances, the endeavor to become more 'scientific' by further narrowing down our formulae may well be a waste of effort; to strive for this in some subjects such as economics has often led to the illegitimate assumption of constants where in fact we have no right to assume the factors in question to be constant."(p.16)

ここもポパーの機械的な反証主義に対する批判として読める。

"An explanation of the principle will thus often enable us to create such favourable circumstances even if it does not allow us to control the outcome. Such activities in which we are guided by a knowledge merely of the principle of the thing should better be described by the term cultivation than by the familiar term 'control' - cultivation in the sense in which the farmer or gardener cultivates his plants, where he knows and can control only some of the determining circumstances and in which the wise legislator or statesman will probably attempt to cultivate rather than to control the forces of the social process.
But if it is true that in subjects of great complexity we must rely to a large extent on such mere explanations of the principle, we must not overlook some disadvantages connected with this technique. Because such theories are difficult to disprove, the elimination of inferior rival theories will be a slow affair, bound up closely with the argumentative skill and persuasiveness of those who employ them. There can be no crucial experiments which decide between them. There will be opportunities for grave abuses: possibilities for pretentious, over-elaborate theories which no simple test but only the good sense of those equally competent in the field can refute. There will be no safeguards even against sheer quackery.
Constant awareness of these dangers is probably the only effective precaution. But it does not help to hold up against this the example of other sciences where the situation is different. It is not because of a failure to follow better counsel, but because of the refractory nature of certain subjects that these difficulties arise. There is no basis for the contention that they are due to the immaturity of the sciences concerned. It would be a complete misunderstanding of the argument of this essay to think that it deals with a provisional and transitory state of the progress of those sciences which they are bound to overcome sooner or later."(p.19)

庭師の比喩に続いて、「原理の説明」に付随せざるを得ない否定的な帰結について。"pretentious, over-elaborate theories"とか"sheer quackery"と呼ばれているのは、ケインズ派や新古典派の過度に数学的な経済学のことだろう。

最後に:

"It cannot be our task here to inquire whether what we have considered with regard to the disciplines which had, from their very beginning, to deal with relatively complex phenomena, may not also become increasingly true of the discipline which was at least able to start with the relatively simple: that is, whether not even physics, as it ceases to treat of a few connected events as if they were closed systems, and at the same time develops in a manner which makes it necessary to define its terms in relation to each other, and in consequence only the theoretical system as a whole but no longer in part be really falsified, will increasingly have to face the same difficulties with which we are familiar from the biological and social sciences."(p.20)

既に1955年の時点で、いずれ物理学も複雑系(閉じたシステムではなく、諸要素の挙動が相互に依存している系)の分析に進むだろうことを予見していた先見性が凄い。

ヒュームにおける「知覚」概念の問題

ヒュームは自然の斉一性(自然界において同じような事象やパターンが繰り返し生起すること。因果論の文脈では経験の「恒常的連接」、自由意志論の文脈では「柔らかい決定論」とも言われる)を認めるが、そもそもなぜこのような斉一性が存在するのか、ヒュームは全く説明を与えない。おそらくこれは、ヒュームはあくまで「人間学」者だったからだろう。これが「自然科学」者ライプニッツとを決定的に隔てるところであるように思う。

さて、ヒュームは「実体」の概念を、主観的連想の産物と見なす。例えば、ある船の部品を全て入れ換えた後にも、その船に同一性の観念を帰せしめるのは、専ら人間の側の恣意的な連想作用(船が果たす役割等に基づいて)である。この議論は全くその通りだと思う。いわば、対象の切り出し方に観察者の任意性を認める唯名論的な立場である。しかるに、その船を構成している原子や素粒子はどうだろうか?これらもやはり、経験の繰り返しによって結合・投影された主観的連想の産物なのだろうか?理解をあくまで経験の束に求めるヒュームのテーゼを真面目に受け止めるならば、おそらくそういうことになるだろう。私もこれに異存はない。

しかし、この唯名論的な議論を徹底するならば、我々の世界認識は「底抜け」てしまう。この世の全てが主観的連想の産物に過ぎないのだとしたら、そもそもなぜそのような「実体」(のようにしか見えない何か)が我々の眼前に存在するのか、説明できなくなってしまう。これは先に述べた斉一性の問題と全く同じ種類の問題である。自然界の事物は明らかに我々の前に存在しているし、明らかにある種の構造性ないしパターン性を有しているように見えるが、ヒュームの体系はこれを一切説明できない。

ヒュームの最も根本的な問題は、「知覚」の成立根拠を示さないまま、あらゆる実体を「知覚」に解消してしまうところだ。そうすることによってヒュームは、「知覚」という別の実体を想定してしまっているのである。しかもこの実体は、何もない空虚の中で宙吊りになっている。我々が認識する因果性も実体も自我も全て「知覚の束」だというヒュームのテーゼに私は賛同するが、「知覚」という概念を無責任に空中に放り投げることは避けたい。この問題を解決するのが、私はライプニッツのモナド論だと思っている。(スピノザもかなり近いが、如何せん神学的・形而上学色彩がライプニッツより強いので解釈に困る)。

ライプニッツにとってモナド(スピノザにとっては神)は、世界に存在する唯一の究極的実体である。それ以外の実体は全て、最終的には無数のモナドに分割することが出来る。(スピノザにおいては、神以外の実体は全て神の「様態」である)。いわば、ヒュームが全ての実体を解体するために「知覚」を前提したのに対して、ライプニッツは「モナド」を(スピノザは「神」を)前提するのである。

さて、ライプニッツの「モナド」を唯一の究極的実体と見なすことによって、我々はヒュームの唯名論的な実体観(実体の観念は人間認識の恣意的な連想の産物である)を、無限発散から救出することが出来る。船という実体は確かに、主観的連想の産物であり、実在的ステータスを持つものでは決してない。原子や素粒子も同様である。しかしこのように事物を分解していくと、いずれ「宇宙を構成する最小単位」という究極的実体に突き当たらざるを得ない。否、我々の知覚活動から独立した何らかの「実在性」を認める世界観を維持しようとする限り、想定せざるを得ないのである。このようにして「モナド」(現代の物理学の用語に即して言えば、11次元の振動する膜になるのか、プランク長さのタイル四枚によって運ばれる1ビットの情報になるのか、今のところ分からないが、ここではとりたてて重要な問題ではない)が、ヒューム体系に自然科学的な概念枠組を付与し、また同時にヒュームの「知覚」概念を空疎な宙吊り状態から救出するのである。

A Summary of Max Weber's Protestantism-Capitalism Thesis

Max Weber’s The Protestant Ethic and the Spirit of Capitalism is a study on the origin of modern capitalism. In this book, Weber identifies the Protestant (particularly Calvinist) ethic as the driving force that led to the development of capitalism. This famous thesis, known as the “Weber thesis”, is in a sense paradoxical, in stating that the spirit of capitalism is rooted not in greediness or the mere pursuit of profit, but rather in the asceticism characteristic in Protestantism.
According to the doctrine of predestination in Calvinism, those individuals who are promised salvation and those individuals who will suffer eternal damnation are already decided at birth by God’s will. Regardless of one’s moral deeds or effort, this fate cannot be changed. According to Max Weber, the fear towards this uncertainty spurred people to ascetic labor. By devoting themselves to labor and achieving worldly success, the followers of Calvinism were able to gain self-confidence that they were the ones chosen for salvation. It was this longing for a sense of assurance that drove them to follow a vocation with zeal.
However, this “driving force” of economic activity does not connect directly to the development of modern capitalism alone. There is another important factor which plays as a catalyst for economic success: the concept of “rationalization”. A characteristic feature of Protestantism that separates it from Catholicism is that it banishes all forms of magical practices and rites, such as the sacrament. Weber called this “disenchantment”, and argued that this rational aspect of Protestantism formed the soil from which capitalism arose. This rationalism led followers to organize their conduct of life based on a certain methodology. They would make daily schedules, keep records of their income and expenditures, and the money they earned would not be spent on expensive luxuries (asceticism) but would instead be invested for further profit-making. It is this rational pursuit of economic gain for its own sake which Weber called "the spirit of capitalism".
What is interesting about Weber’s thesis is that it implies an anti-Marxist worldview, that ideas and religious movement shape the economic structure, and not the other way around. I believe this is a convincing argument, although it cannot be denied that Weber may have put too much emphasis on the Protestant work ethic alone as the driving force behind the rise of modern capitalism. Other aspects, such as the power structure of society and the promotion of literacy through Bible-reading should have been taken into consideration. Needless to say however, Weber’s investigation is a remarkable contribution not only to economic sociology but sociology in general, in that it has helped deepen our understanding of the cultural origins of capitalism.

【書評】 科学哲学の冒険 : サイエンスの目的と方法をさぐる (戸田山和久)

本書は科学哲学の入門書である。理系少女のリカちゃん、フランス現代思想オタクのテツオくん、そして科学哲学の教師「センセイ」の三人による会話形式で進んでいく。非常に読みやすいだけでなく、内容も濃い。

著者の戸田山氏は明確に科学的実在論の立場を表明しており、本書は一貫してこれを擁護するための論陣を張っている。より厳密には、観察不可能な物理的対象については実在論、それらの対象の振る舞いを記述する法則については反実在論を取る「対象実在論」(介入実在論)の立場を取っている。

もともと科学的実在論にシンパシーを寄せる私としては、 著者の科学観には共感できた。しかし同時に、戸田山氏は本書全体を通して、ガチガチのロジック・ゲームばかり展開していて、問題の核心から(無意識的に)逃げているような印象を受けた。これはむしろ実在論論争全体について言えることかもしれないが、「論理」の力を偏重するあまり、「論理的可能性A」と「論理的可能性B」の間にある暗黙的次元を徹底的に無視しているように思う。「科学という営みは、実際に世界について理解できる試みだ」という素朴な直感を擁護したいのであれば、「常識」から離床した高尚な哲学的議論から一度身を引く必要があるのではないか。というのも、直感的な「常識」はロジックの両極致にあるのではなく、その中間の暗黙的次元にあるからだ。

そもそも「真理」なる概念は科学哲学において必要なのであろうか。実在の「真」の姿に超越的な意味を付与するからこそ話がまだるっこしく、不毛になるのではないか。もともと科学的実在論の最大の強みは、それが素朴な直感に訴えることだと思う。これに対して反実在論は、純論理的な議論に訴えることによって、人間の感覚器官では直接アクセスできない領域についての我々の知識を自ら狭めてしまう。まさに、反自然的で捻くれた態度と言えよう。彼らはいわば、論理偏重主義と言語の物象化で頭が凝り固まってしまっているのである。そして、反実在論者たちに対する戸田山氏の議論も、残念ながらこの同じ地平上で為されている。その成否如何を判断するだけの用意は私にはないが、いずれにせよ問題の核心からは一貫して逃走しているのは分かる。反実在論相手には、彼らとは別のゲームで挑まなければならない。

科学的実在論の素朴な科学観を無益な懐疑から守る鍵は、他ならぬ懐疑論の泰斗ヒュームにあると思う。 ヒュームは、帰納には合理的な根拠はないという徹底的な懐疑論を展開し、これが「ヒュームの呪い」として本書で繰り返し登場している。しかし、戸田山氏も終盤で述べている通り、この「呪い」は他ならぬヒューム自身によって既に解消されていた。「呪い」なんて最初からなかったのである。というのも、ヒュームは、帰納の基礎にあるのは「習慣」(custom and habit)によって形成された心の癖のようなものであると結論しているからである。言い換えれば、我々人間にとって「帰納」は意識的な推論形式である以前に、生活そのものを可能にする暗黙的な心的メカニズムなのである。もし明日も太陽が昇るかどうか毎日悩んでいては、我々は日常世界を生きていけない。帰納は、繰り返し生起する事象やパターンを、いったん「自明」と見なすことによって、無駄な思考や心配を減殺してくれるのである。

反実在論者は、 帰納のこの暗黙的な作用に気付いていない。もし首尾一貫したいのであれば、反実在論者はオバマ大統領の実在も疑わなければならないだろう。というのも、我々がテレビ画面の向こう側でしか見たことのないオバマ大統領の実在を信じて疑わないのは、「テレビ」の果たす機能や、我々の周囲にいる人間の振る舞いを、帰納によって「自明」なものとして認めているに過ぎないからだ。そして、電子や波動関数といった知覚不可能な物理的対象と、オバマ大統領との間に本質的な違いはないように思われる。もしあるというのであれば、反実在論者はその根拠を示さなければならないだろう。(私に言わせれば、そのような根拠を提示すること自体、既に言語の限界を超越してしまっているが。帰納の暗黙的作用は、その具体内容が明文化不可能だからこそ「暗黙的」なのである。)

本書の終盤で戸田山氏は、「自然主義」の立場から実在論を擁護していて、私もこれに共感できた。むしろ、実在論を擁護するにはこの自然主義的な態度だけで十分であるようにも思える。科学者が電子や波動関数が「存在する」と言うのであれば、その「存在する」が哲学的な意味での「存在」なのかどうかを追及せず、黙ってそれを受け入れるだけでいい。かくして、我々は「真理」や「実在」を巡る、ありもしない哲学的難問から解放されるのである。

【書評】 新しい自然学 : 非線形科学の可能性 (蔵本由紀)

本書は複雑系の入門書である。「現代における科学的な知のあり方は相当にいびつなのではないか」という疑念を持つ著者は、「非線形科学」(nonlinear science)という分野にそのいびつさを是正する契機を求める。

従来の理論物理学はほとんど例外なく「孤立系」(isolated system)の記述に徹してきた。孤立系では外部とのエネルギーのやりとりがなく、それゆえ比較的単純な微分方程式によってその振る舞いを記述することができる。しかし、現実の現象に目を向ければ、そのような完全な「孤立系」を探す方がむしろ困難である。現実の力学系のほとんどは外部に開かれており、それゆえ複雑で予測困難なパターンを生じさせる。このような複雑な力学系を我々は「非平衡開放系」(nonequilibrium open system)ないし「非線形系」(nonlinear system)と呼ぶことが出来る。

非線形系とは、一言で言えばフィードバック制御機能を内在させたシステムである。フィードバックには正と負の二種類がある。外部から得られたフィードバック情報を頼りに、システム全体は絶えず自己修正していく。正のフィードバックによって変化が促進され、負のフィードバックによって変化にブレーキがかかる。これはシステム論で言うところの「サイバネティク・システム」(cybernetic system)にそのまま相当するだろう。このフィードバック機能が、現象を記述する微分方程式の中で「非線形項」(nonlinear term)として現れるのが、「非線形系」という呼称の由来である。(非線形項については、私もまだ完璧に理解していないので、今後も勉強して参りたいと思う)。

このような系はまた同時に、「散逸系」(dissipative system) でもある。システムが散逸的であるというのは、その振る舞いが時間に関して非可逆的であることを意味する。エントロピー増大則(これは熱力学第二法則と同値である)が示すように、自然(世界)は常にエントロピー(無秩序さの尺度)が小さい方向から大きい方向へ進む。つまり、秩序から無秩序へ、構造から無構造へ、攪乱から静寂へ至る流れは非可逆的である(例えば、一回割れたコップを元に戻すことは出来ないし、混ぜたミルクとコーヒーをそれぞれ分離して抽出することもできない)。ただし、エントロピー増大則が成立するのは「孤立系」のみという条件がある。つまり、エネルギーが外部に散逸する「散逸系」では、エントロピーがむしろ減少し、混沌から秩序が生成することが可能なのである。そこでは、微小な「ゆらぎ」(fluctuation)が正のフィードバックによって増幅され、構造の「自己組織化」(self-organization)が発生するのである。

【孤立分断的記述】

しからば、このような複雑な振る舞いをするシステムを記述するには、どのような科学描写が望ましいだろうか。しばしば反還元論者からなさられる主張として、「全体は部分の単純な総和ではない」というものがある。システムに全体として現れるパターンは、システムを構成する要素をいくら詳しく調べても見出すことが出来ないという主張である。それを無視した科学は「要素還元主義」的科学として批判される。しかし、と蔵本氏は言う。

しかし、私はこの種の議論に対しては次のことにたえず注意を払っておく必要があると思う。それは、科学における「孤立分断的記述」が「全体的記述」に安易に対比されてしまうということである。多少挑発的な言い方をすれば、科学描写であるかぎり創発的性質もまた孤立分断的に記述される以外にない。創発とは部分と全体との関係に関わる概念では必ずしもなくて、対象の切り出し方に関わる概念であると私は考えたいのである。つまり、対象を通常の意味での構成要素に分解して要素記述に集中することだけが分断的記述なのではない。(pp.35)

単なる「全体論」を唱えるだけでは、第二のオカルトに陥る危険性は免れ得ない。科学というものは本質的に「同一不変の構造」を見つけ出し、これを鋭利な刃物で切り出すものである。言い換えれば、科学という営みは、同一不変なもの以外の影響(これを「境界条件」(boundary condition)という)を無視(=制御)することによって、明晰判明さを手に入れる。制御される境界条件の程度によって、科学理論に階層性が現れる。例えば、最も単純な同一不変の構造以外のすべての境界条件を捨象するのが理論物理学であり、これに段階的に境界条件を付与していく(この作業は、下位レベルの法則=不変部分における「ブランク」=可変部分にデータを入力することによって行われる)ことによって、化学、生物学、という風に複雑性のレベルが上がっていく。このとき、記述・予測の精度がある程度犠牲になるのは避けられないが、いずれにせよ「孤立分断的記述」であることは科学であるための必要条件と言えよう。

【主語的統一と述語的統一】

蔵本氏によれば、科学が見つけ出す同一不変性には、二つの基本的カテゴリーがある。すなわち、「主語的統一」と「述語的統一」である。人間が物事を理解する時、その基本的なパターンは「何」が「どのように」あるかという形であろう。科学の言語に即して言えば、「原子」や「素粒子」などの個物の概念が主語であり、それらの関係性を記述する「微分方程式」や「法則」が述語に当たるだろう。蔵本氏は、近代西欧の科学的自然認識はあまりにも主語的統一を偏重していて、その側面だけ肥大化していると言う。日本は伝統的に述語的統一が優位な文化で、西欧文明は主語的統一が優位な文化を発達させてきたとしばしば言われるが、西欧世界に起源を持つ自然科学が、必然的に主語的統一を基軸としてきたのも十分頷ける。しかし、今や非線形科学の分野では、もっと豊かな述語的統一の契機が求められている、と蔵本氏は指摘する。それは、従来のように現象を「横」から切り取る(これが自然の階層秩序を作る)のではなく、「縦」に切り取ることを意味する。

自然の様々な異なる階層において、同一の普遍構造(関係性)が見られる、というのは珍しいことではない。その重要な一例は「対称性の自発的破れ」という概念である。対称性の破れは、物質科学のレベルでも、一分子のレベルでも、超微視的な量子論のレベルでも見られる普遍的な現象である。さらに、同じ物質科学のレベルでも、物質が液体から固体に変化する際の相転移である構造相転移から、磁気相転移や超伝導転移まで、すべて対象性の破れ現象である。これらは互いに縁が薄いと思われてきたものであるが、実はすべて共通の数学的構造を持っている。このような、共通の数学的構造(=関係性)に注目して同一不変性を切り出すのが、述語的統一による自然描写である。蔵本氏の言葉を借りれば、従来の主語的統一による自然描写が、顕在的な性質の近さに基づいているという点で「喚喩的」であるのに対して、述語的統一による自然描写は、物への密着性が弱く、それらに伏在する共通構造を探る点において「隠喩的」である。そして非線形科学は、「要素的同一不変性」から「関係的同一不変性」への重心の移動を要求しているのである。

以上が、本書の第Ⅰ章「科学描写の構造」までの議論の要約である。蔵本氏の文章はとにかく分かりやすい上に、「述語的統一」の重要性を説くその議論にも大いに納得させられた。また、創発を「境界条件」の制御に関わる概念と捉える考え方も、非常に面白いと思った。

続く第Ⅱ章「非線形科学から見る自然」では、具体的な自然現象をいくつか取り上げ、実際に非線形科学の知見から解説していくのであるが、ここでは割愛する。興味のある方は是非本書を手に取ってみて欲しい。

【言葉の魔術】

本書の第Ⅲ章「知の不在と現代」において、蔵本氏は科学哲学的な議論に足を踏み入れる。理論物理学の教授ということで、蔵本氏自身は科学哲学の知見に疎いと前置きしているが、はっきり言って彼の議論からは非凡なる哲学のセンスを感じる。

例えば「物理学と心」の問題について、蔵本氏は以下のように述べている。

日常の議論において、用語の定義をしつこく問う人はいやみである。しかしながら、意識とか実在とかのわけのわからない話ともなれば、「そのような問いでもってあなたは一体何を意味しようとしているのですか」と問い返すのが一番だと思う。これによって問題が180度方向転換し、あるいは問題の虚構性が明らかとなり、不毛な哲学的議論の多くが氷解する。素人考えだが、20世紀哲学における言語論的転回と大仰によばれることの主旨は、平たく言えばこのようなことではないかと想像する。要するに、「これまで無邪気に用いてきた言葉によって、何が意味されるかをまずじっくり反省しよう。よくよく考えてみれば、言葉の意味は言葉によって言い尽くすことはできないのではないか。最終的には、その言葉の無数の使用経験に支えられた暗黙の公共的理解しか残らないのではないか」ということである。ヴィトゲンシュタインの「言語ゲーム」はこの事情を鮮やかに示すものではないかと思う。ともかく、心・意識というきわどい領域に接近しようとする科学者は、ありもしない問題にはまり込んでしまわないよう、十分な警戒心が必要だと思う。(pp.172-173)

全くその通りだよ。「クオリア」とか「実在」といった胡散臭い哲学的議論に対しては、常に眉に唾をつけまくってかかるべし。これが、ヴィトゲンシュタインが我々に与えてくれたはずの教訓であるが、残念ながら未だに多くの哲学者がその意味を理解できていないように思う。

あるいはこれを見よ。

科学の世界においても日常世界においても、「客観的存在」とよばれるものは、譬えていえばクロスワードパズルのマスに入るべき文字に似ている。縦のヒントから予想された文字の正しさが、横のヒントによって飛躍的に強化される。縦横に加えて、それらに直交するもう一つの次元を加えた三次元のクロスワードパズルを想像すれば、第三方向のヒントもまた、確認作業をおこなうまでもなく、きっとこの答えと整合するに違いない。自然現象の総体は、三次元ならぬ超高次元クロスワードパズルにおいて、さまざまな場所におけるさまざまな方向へのヒントの集団に譬えられるだろう。フロギストン(燃素)のように、科学史上で一時期はその存在を信じられながら、やがて捨てられる運命をたどったはかない存在も、上のモデルで解釈できるだろう。多数の独立なヒントと見事に整合する、マス中の文字に相当するものを、これまではあえて同一不変性をよび、客観的実在とはよばなかった。その理由の一つは、主観・客観の形而上学からできるだけ身を遠ざけておきかったからである。しかし、物心二元論の虚構性に捕捉される心配がなくなれば、これを客観的実在とよんでも差し支えない。それは単に、すでに述べたような意味で同一不変な事象のクラスを、約束事として客観的実在とよんだまでであって、それ以上の超越的意味をこの言葉にあたえているわけではない。科学としては、もちろんそれで十分である。(pp.177-178)

これは私の「プラグマティック実在論」を彷彿とさせる。主客二元論が虚構とまでは言わないものの、「客観的実在」には超越的な意味を付与せず、あくまで「もっともらしい」限りにおいてその実在を信じる、という私の立場に非常に近いものを感じる。

【自律分散システム:市場秩序の分析へ】

最後に蛇足として、私が特に興味のある分野へ話を繋げてみたい。すなわち、自律分散システムとしての市場秩序の分析である。例えば、以下の文章は興味深い。

最近、「自律分散システム」の工学、「創発システム」の工学などというものが注目されている。そこでは自然的になさられる境界条件の制御が、しばしば人為的な制御をはるかに凌駕する見事さを示すという事実にまず注目する。生命過程を彷彿とさせるような、柔軟性に富んだ高度な機能をもつ人工システムを設計するためには、境界条件の制御における人為性の度合いを減らし、むしろ自然的制御に任せる部分を多く取り入れることが有効であり、大きな可能性をもつという思想がそこにある。(pp.52)

これはまさに、ハイエクが市場秩序について言い続けたことそのものである。市場は、複雑なパターンを生成させる非平衡開放系であり、また我々の設計能力を遥かに凌駕する見事さを示す自律分散システムである。これからは、市場を複雑系として分析する研究がますます重要になってくるだろう。私も手始めに、複雑系経済学の日本における権威である塩沢由典の著書『市場の秩序学』に挑んでみたいと思う。
